The GIS Department was created in 2006 to serve the GIS needs of Franklin County and its communities. Our goal is to help increase the efficiency and productivity of Franklin County through the implementation of GIS applications and technology. GIS maintains a large database of digital mapping layers covering the entire county. In the Franklin County Geographic Information System features, such as parcels, municipal boundaries, zoning, hydrology, roads, and recreation areas, are represented as map features which are linked to a database containing essential information.

GIS is used by several county departments, such as the Environmental Health, Sanitation and Zoning, County Conservation Board, the Auditor's Office, the County Engineer, and the Assessor's Office. We maintain equipment, software and data, and produce hard copy maps to support the use of GIS by county agencies. The Franklin County GIS Department also manages the sale of mapping products and GIS data for private and public users.

Address Information

The Franklin County GIS Department under the direction of the Franklin County E911 Board will handle address assignments for the Uniform Rural Address System. The Uniform Rural Address System shall extend over the entire unincorporated areas of Franklin County except for those areas already using the system of a nearby incorporated municipal boundary. If you live in an incorporated municipal boundary, please contact that city directly for an address.

How to use the system:
The Address Application Form can be used for the following choices: a new address, replacement sign, replacement post, replacement sign & post, or replacement bolts.

You can also call the GIS office at (641) 456-6045, email tgerrish@co.franklin.ia.us, or come to the GIS Office in the basement of the Franklin County Courthouse located at 12 1st Ave NW, Hampton, IA 50441.

Permanent address markers:

Typically, you will know a new assigned address number within hours of a request, however the physical placement will take longer. The blue E911 sign blades with the white lettering address number affixed shall be placed to the right of the driveway on the right-of-way line as you face the property. The address marker will be placed or replaced by Franklin County at its earliest convenience based on time of year, other projects taking precedence, or availability of installer. Should you need signage prior to the permanent marker a painted board or cardboard will often work.

Franklin County will handle calling for locates should a post need to be driven into the ground. Be advised that if you are going to be the one placing your own post, you must contact Iowa One Call at least 48 hours (not including weekends and holidays) in advance of your plans to place post. You can do this by calling 811 or 1-800-292-8989. You can also file your locate requests online by clicking HERE. Look for the "Submit & Manage Tickets" section.

Available Data & Fees

The Franklin County GIS Department maintains data that is available for purchase and use. The fee schedule is set by the GIS Committee and approved by the Franklin County Board of Supervisors. Please contact the GIS Department for information regarding specific uses and restrictions.


Cadastral data is available, including township, section, subdivision, block, parcel, lot, road centerline, and road right-of-way (ROW) boundaries. Additional layers available include voting precinct boundaries, zoning boundaries, conservation areas, and soil data. All digital data is updated as needed and is available in ESRI shapefile format. All data maintained by the Franklin County GIS Department is projected in NAD83 State Plane Iowa North. The units are feet.
