The Assessor is appointed to a six-year term by the County Conference Board consisting of the members of the Board of Supervisors, the Mayors of all incorporated cities in the county, and a member from each school district within Franklin County. The Assessor's appointment is then determined to be confirmed by the Director of Revenue in the State of Iowa (see Iowa Code 441.6 (3)). 

Assessors are required, by statute, to pass a state examination to be eligible for appointment. Continuing education requirements must be met in order for the Assessor to be reappointed to the position every six years. The Deputy Assessor also must pass a state examination as well as successfully complete continuing education requirements.

The Conference Board approves the Assessor's budget and after a public hearing adopts the budget. The Assessor is limited, depending upon the value of the jurisdiction, to a levy limitation for her budget by statute.
